FBR Solutions is part of a telecom services roll-up strategy led by FVLCRUM Funds and will serve as a platform for leading telecom infrastructure services providers to satisfy the demand for connectivity.
Mr. Matthew Glass brings over two decades of experience in building and scaling high-performance organizations across the telecommunications and technology sectors, with a strong focus on operational excellence, innovation, and inclusive growth.
Prior to joining FBR, Matthew served as EVP and Chief Operating Officer at Bluestream Professional Services, where he led the company through a period of significant expansion in both growth and diversity. Under his leadership, Bluestream expanded across all network services business units including inside plant and data centers, outside plant, and access networks (wireless). Transitioning the company into a more scalable, nationally focused services business model.
Earlier, Matthew was EVP and Chief Operating Officer at Nexius Solutions Inc., where he helped grow the company from a startup into a national player in the telecom services space. His leadership was instrumental in scaling access network operations and delivering large-scale fiber builds. During his tenure, Nexius secured major contracts with Tier 1 carriers and expanded across the U.S. and international markets.
Matthew also served as Vice President at Wireless Facilities Inc. (NASDAQ: WFII), where he gained deep, hands-on experience building some of the first wireless cell phone networks in the United States. It was here that he developed a foundational understanding of all functions within a network deployment; engineering, construction, operations, and program management. His depth and experience spanned all major technologies and every major U.S. telecom operator.
He holds a B.S. in Public Administration and has served on multiple boards while mentoring rising talent in the industry. At FBR Solutions, Matthew is focused on building an integrated, technology-enabled services platform to meet the growing demand for high-speed connectivity across the country.
Mr. Christian Nelson is the Chief Financial Officer of FBR Solutions. In addition to managing the Company’s finances and accounting, Christian is responsible for human resources, legal affairs, investor and banking relations, and risk management. Christian has over 25 years of experience managing companies in both venture and private-equity environments.
Prior to FBR Solutions, Christian was CFO of Tachyon, a private-equity sponsored firm in the telecommunications infrastructure space. Tachyon was acquired by NextEdge Networks. Christian’s experience includes successful buy-side and sell-side M&A, an IPO, and a tenure in Europe. Christian earned an MBA from the University of Florida, a Bachelors of Arts in French from the University of Alabama, and holds an active CPA license in the State of Georgia. Christian began his career in the Atlanta audit practice of Arthur Andersen. Notably, he eats his vegetables.
Mr. Jeff Gill is a seasoned executive with a proven track record in customer success, global operations, and professional services. With over two decades of experience, Jeff has excelled in strategic planning, business development, and operational excellence across multiple industries. His career highlights include leading globally distributed teams, executing growth strategies, and driving significant financial improvements.
Most recently, Jeff held various senior leadership roles at Synchronoss, including Senior Vice President and General Manager, where he managed a globally distributed team and executed strategies that resulted in significant revenue and margin gains. He was responsible for leading teams across Europe, Australia, Canada, India, and the US, driving key relationships with vendors, and spearheading significant cost-saving initiatives. Jeff also demonstrated exceptional skills in building strong customer relationships and leading sales efforts, consistently exceeding revenue targets and fostering customer loyalty.
Jeff is known for his empathetic leadership style, focused on empowering teams and encouraging a customer-centric mindset. He believes in creating an environment where team members are motivated and empowered to deliver their best work, ensuring operational excellence and superior customer success.
Jeff holds an MBA from Lehigh University and a BS in Marketing from Monmouth University. He has also held Project Management Professional (PMP) certifications from the Project Management Institute. Known for his collaborative spirit and customer-centric approach, Jeff is dedicated to driving customer success and operational excellence at FBR Solutions.
Mr. Steven Gray is a telecommunications executive focused on operational excellence, customer experience and strategic growth. Steven has been in telecommunications industry for 30 years. Steven started his career with Bellsouth/Now AT&T. He became proficient in the operational aspects of the business by assuming a range of progressive responsibilities involving the assignments of Installation and Maintenance, Construction and Engineering, Operations Staff, Sales/Marketing, as well as the co-manager of the Regional Emergency Control Center for all emergency related events in the Southeast region.
In 2009 Steven had the opportunity to leverage his extensive operational knowledge and results orientation by leading the business development and sales efforts for Regional Telecom Services Associates. Following his role developing new business opportunities, Steven assumed the role of managing specialty engineering functions. In January of 2012, he was selected as the Chief Operating Officer.
In 2024 RTS was acquired by a private equity firm. That company also owns Apex Advanced Technology. Steven was promoted to President of RTS and Chief Operating Officer of FBR Solutions Engineering division. Steven’s role is to integrate the two companies engineering teams, grow the company and to provide seamless service to our end users.
Steven holds an Associate degree from Gwinnett Technical College in Telecommunications, a Bachelor of Business Administration with a major in Accounting and a Master of Business Administration from Mercer University. Steven is a certified Six Sigma (Green Belt, Lean & DFSS) and holds an unrestricted State of Georgia Low Voltage Contractor license.
Mr. Bassam “Sam” Farhat is Executive Vice President of Construction & Wireless at FBR Solutions, providing strategic oversight and operational leadership for multi-site telecommunications buildouts. With over 29 years of industry expertise, Sam has consistently led high-performing, cross-functional teams to deliver large-scale engineering and construction projects across diverse geographies.
He has a strong track record of guiding end-to-end project lifecycles—from initial planning and permitting through to quality assurance and on-time delivery. Sam is recognized for his hands-on leadership and deep technical know-how, enabling seamless collaboration between engineering, sourcing, and field operations.
Known for fostering a proactive culture of accountability and innovation, Sam leverages modern project management tools and performance metrics to enhance efficiency and drives continuous improvement. His forward-looking approach supports FBR Solutions’ commitment to operational excellence and customer satisfaction in fast-evolving wireless infrastructure markets.
Mr. Steve Woerner is an accomplished leader in the energy sector with extensive C-level experience across the electric and gas utility industry. During his illustrious career he was selected for numerous executive, leadership and technical roles, encompassing responsibilities in engineering, customer service, operations, supply chain, information technology, emergency preparedness and construction management. His insights and leadership have been instrumental in corporate transformation, strategic planning, mergers and acquisitions and numerous other strategic areas.
Steve brings over 30 years of experience in the energy sector to his board role at Apex. Previously, he served as President, New England at National Grid (NGG), a global utility giant, where he led initiatives resulting in improved operational performance, customer satisfaction, and profitability. Prior to NGG, he held pivotal roles at Baltimore Gas and Electric (BGE), Constellation and Exelon, including President and Chief Operating Officer for BGE. During his tenure, BGE achieved peak performance in safety, reliability, and customer satisfaction. Steve’s expertise in leadership development and operational excellence makes him a valuable addition to Apex Board of Directors.
A passionate advocate for diversity, equity and inclusion (DEI), he has successfully mentored and nurtured a diverse cadre of leaders who now hold executive and senior executive positions in the industry. In addition to his corporate endeavors, he has made substantial contributions to the community, serving as the chair of numerous large non-profit boards and regional and state-wide civic organizations. He also made contributions to the energy industry through his service on the Southeast Electric Exchange Board of Directors and his role on the Edison Electric Institute CEO Policy Committee for Reliability, Security and Business Continuity.
Steve holds a bachelor’s degree in electrical engineering from Drexel University and a Master’s degree in Business Administration from Loyola University Maryland.
